How to become an IHSS Provider in Contra Costa County
State laws require that all IHSS providers go through an enrollment process and pass a background check before they are eligible to get paid by the IHSS program. To enroll as an IHSS care provider, you must complete all steps.

Start the On-Line Enrollment Process
- Create an account by clicking on the "Continue To Enrollment" link below. Make sure to write down your username, password, and security questions (these are case sensitive).
- Watch the mandatory State videos and Union video (you will need your security questions to watch the videos)
- Review and e-sign the documents
- Schedule and attend an in-person orientation appointment (this is done through the enrollment site)
In-Person Orientation
- Be on time – if you are late you will have to reschedule
- Do not bring friends, pets, recipients or children to orientation, seating is limited.
- What to bring to your in-person orientation appointment (if you do not bring these documents to your appointment you will have to reschedule):
- Current valid driver’s license or another US government issued photo ID (e.g. driver’s license, ID, military ID, US passport)
- Social Security Card
- original not a photocopy
- If you have a restricted social security card, one that states “Not valid for employment” or “valid only with INS authorization” you must bring your unexpired employment authorization card as well.
- Your name on your social security card and your ID must match exactly.
Background Check
- Take a Live Scan form (you can print from the enrollment site) and take it to a fingerprinting service. Fingerprinting is paid for by you, it is not reimbursable, and it costs anywhere from $48 - $80
- Keep the completed copy of the Live Scan form and your receipt for your records. Public Authority does not need a copy.
After you complete your in-person orientation, pass your background check, and get linked to a recipient, the payroll process can be started and timesheets can be issued through the Electronic Services Portal (ESP).
